Amidst the tumultuous winds of the late 1870s, the Treaty of San Stefano was signed on March 3, 1878, bringing an end to the Russo-Turkish War. In this intriguing political cartoon, the Minister President of Prussia, Otto von Bismarck, is depicted as the mythological god Aeolus, the keeper of the winds.
