Born on October 13, 1815, in New Haven, Connecticut, Judd demonstrated exceptional academic abilities from an early age. He graduated from Yale College in 1835 and went on to study law at the Litchfield Law School. Admitted to the bar in 1838, Judd began practicing law in New Haven and soon established a reputation for his legal expertise and strong moral character. Judd's political career commenced in 1848 when he was elected as a member of the Connecticut State Senate. His dedication to public service continued, and he was appointed as the United States District Attorney for the District of Connecticut in 1853. During his tenure as District Attorney, Judd played a crucial role in prosecuting cases related to the Fugitive Slave Act, a highly contentious law that required the return of escaped slaves to their owners. Judd's unwavering commitment to justice and fairness earned him both admiration and criticism. In 1856, Judd was elected as a Representative to the 34th United States Congress, representing Connecticut's 3rd district. He served two terms in Congress, advocating for the abolition of slavery and supporting measures to strengthen the Union during the tumultuous period leading up to the Civil War. After leaving Congress, Judd resumed his law practice and continued to be an influential figure in Connecticut politics.
