Count Sergei Yulyevich Witte, Russian Prime Minister, during his trip to USA, 1905. Russias Minister of Finance from 1892-1903, Witte (1849-1915) promoted the construction of the Trans-Siberian Railway and the general modernisation of the Russian empire. In 1905 he represented Russia at the negotiations which ended the Russo-Japanese War, and after the political unrest of that year was appointed Russias first Prime Minister when the Tsar agreed to the establishment of the Duma (parliament). Serving as the Russian Prime Minister during his trip to the USA in 1905, Witte played a crucial role in modernizing the vast empire. As Russia's Minister of Finance from 1892-1903, he spearheaded significant projects such as the construction of the Trans-Siberian Railway and implemented various reforms aimed at advancing the country. In addition to his economic achievements, Witte also represented Russia in negotiations that concluded the Russo-Japanese War in 1905. Following this period of political unrest, Tsar Nicholas II appointed him as Russia's first Prime Minister when he agreed to establish a parliamentary body known as Duma. However, by 1906, Nicholas II desired a more conservative regime and replaced Witte with Ivan Goremykin. Despite this setback, Count Sergei Yulyevich Witte left an indelible mark on Russian politics and society during the early 20th century.
